Hello Roy! No, the lower dishrack roller part number AP4344851 does not include the axle AP4355749. For your lower dishrack you will use part number AP2039084 for the front rollers and part number AP4341065 for the rear rollers. Thanks!

Hello Larry. For your lower rack there are two types of wheel. The front wheels are AP2039084 and the rear wheels are AP4341065. The upper racks wheels are AP2039174. I hope this info helps
