Irratic cooling in Frig

I found specs on a replacement timer (8 hr cycle with 30 minute defrost time, so mine is close to normal) and a defrost heater (cutout at 55 degrees F and cut in at ~30 degrees, so it's acting...

ice dam over drain hole causing poor cooling?
Hopefully Gene can help me out here, I posted another question under the "freezer fine, fridge not cold" sticky tab. But that was before I developed my Hypothesis.
Quick run down and hypothesis:

Remove the rear cover and the front bottom grille and clean the condenser coil (#1 on the break down diagram).
Make sure the fan next to the compressor is running.
