The freezer side reads -14 by the control board and the refrigerator side is not cold. The self defrost test is not working, the 40 W bulb is on place, and the Heater with the defrost Thermostat is Ok. Damper open and close. I replace The Control Board with the harness and temp sensors. Same Problem... Any Help?

You need to remove the back wall inside the freezer compartment and make sure the fan is running and there is no frost build-up in the coils that the air flow cannot pass through. This sounds like a defrost issue, but without checking for a frost build-up, this is a guess. The freezer being cold but the fresh food section being warm is a definite indication of an air flow issue. If there is a frost build-up, the most likely cause in this configuration is the defrost thermostat. It can be tested for continuity while it is down to temperature, but will read open if it warms above 50°F. If it reads open while cold, it is the issue. If there is no frost build-up, the most likely issue is the damper assembly. It can be malfunctioning or there can be a frost build-up preventing its' normal operation. The temperature you mentioned in the freezer is about 14° too old. With an ice maker, the freezer should never drop below 0°F to prevent a hard harvest.
