Both elements do not work.
ANSWER Hello Ralph,
You need to verify the 240Vac to the unit if it is electric and verify gas supply if it is gas. If a freestanding unit, checking for the voltage can be done by turning on a surface unit and making sure it turns orange within a minute or so. If it is gas make sure the surface burners will operate normally. If it is a wall oven, you will have to get to the junction box or terminal block to check the voltage. If you were to re-post with the model and serial number from the units' I.D. tag, we would be able to pull the wiring diagram on the unit you are having trouble with and give you an accurate diagnosis and even directions and part numbers. I know this is an additional bother but it is necessary for accuracy. Thank you for your patience and understanding in this matter.
