My dishwasher pumps out the water at the beginning of the start up, I think it runs to long but it does the job. It lets water in, but then it makes a HIGH pitch whine and does it through the whole cycle. If I open the door all I see is bubbles, I hear no splashing. After the whining stops it then drains then brings more water in. REPEAT Does this sound like an easy fix or get a newer model?

You may want to pull the wash pump apart and check to see if maybe something has gotten in the impeller causing the noise issue. This is what it sounds like based on the description of problem.
