Does a non-working duel element automatically mean the element needs to be replaced?
ANSWER Hello Marty. No, you will need to test the element 316418400 and see if it has power coming to it. If not, you will need to replace the switch. If there is power, replace the element. You can test this with a multi-meter TJMA-DMT3. Here is a link on how to use a multi-meter.
