When the solenoid activates, should the drain valve switch 100% open (pump to drain) or 100% closed (pump to sprayer arm)? It appears that the solenoid travel allows the valve switch to divert water 100% closed (pump to sprayer arm) but when it switches, the valve only opens about 70%, allowing some water from the pump to drain and some to pump back into the sprayer arm. I am wondering if this is why I have intermittent draining problems. Everything appears to be functioning as designed and there is no obvious damage or wear to the components. Is my drain valve suspect or should I focus on the solenoid?

The drain solenoid should open fully when the unit goes into a drain cycle and if not then it will not drain properly.
