Set dryer for 30 min on medium- displayed just fine, but will not run. Notice moisture sensor loose, but repairman states sensor cannot be the problem because the control panel is out. Is this true?

If the display is not working then the unit will not run. If the display is working and the unit will not run the moisture sensor would not cause unit to not run and you would be looking at a possible thermistor being faulty. You should check display to make sure getting power to the display. If you are and the display is not working then you would want to replace the display. You can test this with a multi-meter TJMA-DMT3.
