top burners work but broiler or oven dont come on

ANSWER DRB, You need to start by checking both ignter for voltage from the control to the igniter (120 VAC) and the the igniters need to produce 2.5 to 3.0 VAC at the terminals of the safety valve(be careful, this is a live voltage test). Both igniters being weak or broken, is a remote possibility.
