I removed the water pump from the filter and the impeller rotates 1/2 turn each way and stops, is it defective?

ANSWER Hello Jim. No, this is the resistance of the pump motor magnets. Test and see if there is power coming to the pump. If so, and the pump does not run, replace the pump assembly WH23X10028. You can test this with a multi-meter TJMA-DMT3. Here is a link on how to use a multi-meter.
