I pulled the control knob off and the plastic gear is broken. I believe this is the issue. Will replacing the Rotary switch Part #AP5272124 which seems to have a plastic gear fix this?

I guess I may be misunderstanding you. Is the issue with the timer which has an inner and an outer knob, or is the problem with one of the small knobs? The small knobs have only one knob to turn without an outer ring. If the issue is with the timer the part number is WH12X10350. If the issue is with one of the timer knobs, the knob with the teeth, (center knob), the part number is WH01X10310. If the problem is with the outer knob, (called the timer dial), the part number is WH11X10049. Replacing the rotary switch is not the timer and will not help the situation.
