The water through the door has been intermittently full flow and about half flow for several months. It seems to have gotten worse now and the water flow stays at about half of what is should be. The icemaker seems to work fine. I removed the water filter and put the bypass plug in its place, and the flow has not improved. Would this refrigerator most likely need a replacement water valve Part #: WR57X10024?

As a repair technician I agree with that fully as long as the water pressure has been checked to the unit. There are cases where mineral deposits and sedimentation in the water supply actually stop up the line at shut off valves and junctions. If the water pressure is good, replace the valve. This unit has two valves so it would the WR57X10022.
