Bottom Oven Broil element seems to be OK but... bake element? Oven temp only gets to @290 degrees.... New element or what else might it be.....

ANSWER Hello Bob. You will need to test the lower oven bake element 7406P428-60 and see if it reads closed for continuity. If it is open, you will need to replace the bake element.
