So how are these pieces supposed to fit in the top part? They don't fit in mine. And even if they did, they don't work the same as the original parts. I need the top part to be flat if I'm not using the tines.

ANSWER Amy, You have aligned the folding tines to match each other, correct ? and you have mounted and snapped and locked the folding tine clip 99003484 or 99002709 to the bottom wrungs of the upper rack, and remember the tines should align to each other for proper operation and folding properly.
