My dryer does not run at all. I know I have a bad thermal fuse (no continuity). Do I also need to replace both thermostats (Hi-limit on heater and the cycle thermostat on the blower) if continuity checks out to be good.

The thermal fuse is opened by temperature. This will be the only part of the unit that will require attention. The cause of the issue is usually the exhaust duct as this is what makes the unit unable to rid itself of the heat.
