Okay, first we started noticing the dishes had lots of water left on them and then a white film after drying. Next we noticed the Sani-rinse light was blinking after trying to run a cycle with this option.
First I verified the water flow and temp. Next I checked the heating element. Then I ran a diagnostic and recieved the code 4-1.
Question 1 am I on the right track? 2 do I need to change the Sump Housing if the diverter motor isn't leaking?

You are on the right track. You would not need to change the sump housing if the diverter motor is not leaking. The 4-1 error is the unit cannot find the position of the diverter. Unplug and disconnect power and check all connections in the diverter motor and diverter sensor circuits. Verify that the diverter is working during service cycle. Replace diverter and or control.
