The Dryer is not heating up. I have a test light but no meter. there is power to the heating element but it is not heating up at all. Is this proof that the heating element has failed or could it be something else? The heating element has no obvious faults or broken coils.

The best way to check to make sure a part is good is not to use a test light but to use a meter to check for continuity. A test light may give a reading showing power to one side of the element but it may be the other side that is the problem. Normally when the unit is not heating then it would be a thermal that has blown. Unless you see obvious broken coils or where the coils may have arced to the housing.
