The hot surface light will not go off even when all the elements are cold. Repair person says I need to change out the right front element, does this sound like it should fix the problem or is there a part for the hot surface light separately?

It is very possible that the element is the problem. You can check for sure by doing a continuity check on each of the elements from point 1b to 2b. If you get continuity through any of them then the element is bad and needs to be replaced. You can test this with a multi-meter TJMA-DMT3.
