My brother cleaned my oven and now nothing heats, both lower and broiler don't work. Sounds like its working but no heat.

You will want to check the thermostat to make sure that it has continuity. If not then the thermostat is bad. You can check the control with the oven turned on you should get 240 vac between bake and L1. If you are not getting voltage then the control is bad.
