I think my heating element is bad on the top oven. Only the outside loop on the coil makes heat. The inside stays cool and the oven take a long time to heat up - twice as long as the bottom oven. Is this a bad heating element?

ANSWER Bill, You'll need to remove the broil element and check the resistance of the inner element (45 to 55 ohms resistance) with a multi meter. If the element checks proper W10207400, the issue would be in the wiring or the control board relay 4453661 not supplying power to the inner element.
