I put on a new belt but it is not tight. I took it off and noticed that the Idler Arm is moving back and forth. Do I need to tighten the screw? Should it move under the screw?

ANSWER Hello Jim,
The idler arm is spring loaded to take up the slack in the belt. If the idler arm couldn't move, the belt would most assuredly slip.
