The freezer and the fresh food compartment are not cooling properly. The bottom of the freezer is the only cold location. The evaporator fan does not appear to be spinning when the compressor kicks on. If I spin the fan, it starts spinning. Is the motor bad or something else?

ANSWER Hello Bob,
The fan motor 10513803 is definitely the problem here. The fan motor should run at full speed and if you stop it with your finger, it should take off to full speed when you move your finger without having to bump it again.
