My ice maker no longer dispenses ice through the door. I removed the ice bin and tested the auger to ensure I could manually turn it freely and I could. Next I checked to ensure the shaft under the ice bin would rotate with the bin removed. It did. However, when I replaced the bin the auger would not rotate. Do I need to replace the motor or could the shaft be failing to sufficiently engage the coupling (not sure this is the proper term) on the bottom of the ice bin?

If you are not hearing the motor then it could be a bad motor. If you put the bin in and motor is turning but you hear a jumping noise then the shaft is not meeting up with the coupling.
