Washer rotating drum is tilted backwards and doesn't rotate on center in the front opening. Nothing appears to be broken internally and the two large top mounted springs are connected. The two back shock struts appear to be setting low, but when I took one off to inspect, I'm not sure if this was the issue. 1.) how do I tell if the shock is bad? 2.) could if be something else?

ANSWER CW, To tell if the shocks are bad you would see if they have any spring to them. The unit is normally going to be tilted toward the back so there may not be an issue with the shocks.
