This thermostat has three terminals for connections. On this fuse the outside terminals are closed but the middle terminal is open to the other two. Are these the correct measurements or is this an indication that this part has failed? I am not certain this is two fuses in one device or the third terminal serves another purpose.

The purpose of the third terminal is when the thermostat opens, it closes the other path to current. When this happens, it allows voltage to go to the timer motor which allows it to advance. This is part of the automatic dry cycle.
