Installed new hv control board. But the freezer coils are still freezing up. Could it be that the defrost thermostat or the defrost heater is bad? Not the hv control board. Could there be any other part that would help solve this problem?

ANSWER Hello Peter. You can test the heater and the defrost thermostat 67005363. They should read closed for continuity when cold. You can test this with a multi-meter TJMA-DMT3.
