What should be the output voltage of the control board x-former? If the x-former for the control board is not functioning, would only the LED display be affected, or all control of the oven. Is there anyway to repair the circuit board itself, or is replacement the only possibility. Is there anyway to prevent future power surge from affecting electronics in oven in future?

ANSWER Hello Andy. The two top terminals on the transformer should read 23 VAC, and the two bottom terminals should read 120VAC. If so, the transformer 9760588 is good, and you will need to replace the control board W10438752. These can not be repaired. You can test this with a multi-meter TJMA-DMT3.
