Replaced filter no water or ice, install bypass plug made no ice but dispensed water now won't dispense anything has good water pressure. Unloaded turned off for day still nothing dispenses. Disconnected water line water drains out water line when pushing dispenser. I think that the water valve is bad (diaphragm in valve is soft and swollen), but I don't know if that would cause it not to dispense with a new filter, or do I have more or different problem?

The first thing I would check is the water valve. With a multi-meter you want to check to make sure you are getting power to the valve. First check the dispenser valve 67006322, you should get 120vac. Then check the icemaker valve to ensure you are getting 120VAC. If you have the bypass plug in and you are getting 120vac to both then you have a bad filter head 12956202 and would need to replace it. The water valve is located behind wall in fresh food section. The filter head comes with tank. You can test this with a multi-meter TJMA-DMT3.
