This washer is 3/4" and the hole in the pulley is 3/4"; what holds the pulley on? Perhaps the brass bearing is supposed to be bonded to the plastic pulley?

ANSWER Charles, the washer(s) or spacers you mentioned are for spacing the idler pulley and bearing on the idler arm assembly, at the top and bottom to keep the pulley free and not "drag" on the assembly.
