My dryer takes time to dry our clothes but the heater is always on and I was measuring about 21.5 amps from 5400w/240v
heater. My vent is clean and I had a good air flow from the duct. Do you think I have problem with my heater?

If the heater is constantly on then there would not be a problem with the heater. More than likely you would have a problem with the cycling thermostat and/or the high limit thermostat. These thermostats will allow the unit to cycle off and on.
