power failure light continuously flashes even after powering down and then powering up the refrigerator per owners manual directions. Other lights on display function OK. what is the probability the problem is the main control board instead of the small control board that sits behind the digital display panel?

I have a problem with my refrigerator failing to cool after 24 hours or so of operation. I removed the back panels inside the freezer and discovered the evaporator coils are covered with ice. I tested the defrosting heating element for continuity, and it checks out ok. I then tested the temperature sensor for continuity, and at room temperature the circuit is open, and at freezing temperature the circuit is closed. This seems to be the expected behavior. Should I conclude that the problem probably lies with the control system/control board which turns the defrosting heater on? If so, can you please direct me to that part? Are there any additional tests which you'd recommend in order to further diagnose the problem? Thank you
