Control panel reads f1 oven not heating any suggestioms
The F1 error code would be an overheating issue in which you will want to test the oven sensor for 1090 ohms of resistance. If the resistance checks bad then replace the oven sensor. If the oven sensor checks ok then the issue would be with the oven control board.
I replaced panel board and I can not get oven broil to heat up.
It is possible that you received a faulty control board. You will want to check at the main control board with the unit set to broil between the broil and L1 to see if there is 240 vac. If there is not then check the broil element to make sure that it is good. If there is then the issue would be the control board.
The burners keep going off and oven will not heatup.

Since the only electrical circuitry shared between the surface burners and the bake compartment is from the terminal block back to the breaker box, I would start at the receptacle, power cord, and terminal block in search of this issue. If the problem is at the terminal block, the wires from the loose connection will be discolored and burned looking. If the issue is in the wall receptacle, there will be at least one burned spot on one of the prongs on the power cord. If no problem is located there, check the connections to the breaker in the breaker box.
