My question is about the refrigerator side. The temperature is set to 7, the coolest is 9 but the temperature seems to be below the average. I'm not sure if the fan is working properly.

You should put a thermometer in the unit to see if the temperatures are out of the recommended temperature range set by the manufacturer. Be sure to only check the temperature only when the door is to be opened anyway since checking too often will give warmer than usual readings. If the fresh food section is not maintaining between 35°F and 38°F you will need to open the back wall of the freezer side to verify the fan motor is running up to speed and that there is no frost build-up. If there is you will need to diagnose the defrost system. If there isn't, you will need to check for a frost/ice build-up in the air damper assembly.
The refrigerator and freezer both have a smell kind of burned smell. It is still cooling and blowing air but has the awful smell as if something is broken or breaking.

This can be caused by any electrical component inside the unit. I would start by checking the evaporator fan motor and defrost components in the freezer section. If all is normal in there, you will need to check the control area. The component at fault will smell loud enough to be obvious.
