Answer Paul, If you're sure you removed the dispenser cap 131272000 and washed out and remove all the debris in the syphon cap and you're sure the syphon tubes in the drawer 131271910 are cleaned, then the issue will be in the cold water supply or fill valve 134190200 . If the water flow is not enough, it will not fill the dispenser cup properly and create a syphon, to remove the bleach or softner. Thanks
