When my lp oven cycles off I hear a poof. I just replaced the oven igniter and noticed that the poof occurs right above the safety valve just after the igniter turns off. Is the safety valve failing and thus closing slowly?

You will want to check your burner to make sure that where the burner and orifice meet that the orifice is centered and that the burner is not leaning. Also make sure that the shutter is open all the way.

You will want to check to see if the ignitor on broil is working and if it is glowing you will want to do an amp draw. The amp draw should be 3.2 to 3.6 amps. If you are not getting proper amp draw then you would need to replace the ignitor. If getting proper amp draw then you would need to replace the safety valve.
When I shut the oven off, the burner stays lit. The gas will not shut off.

If you are referring to the bake burner not going off when you turn the unit off, you need to replace the safety valve 3203459. If it is a surface burner that won't go off, the valve for that surface burner 5303935210 or 5303935213 will require replacement.
