I have a duel element on the stove and only the outer part of the element is working.Do I need to replace the surface element or is it somthing else?

The element is the most likely cause of failure. You can look down through the glass with a flashlight to see if there are any burn marks on the inner part of element. If there are then the element would need to be replaced.
What is the dimension of this element? I need a 7" element for my glass top range. Thank you.

Answer Debi, the element 318198935 is the dual 9/12" element. The small 6" element is part number 318178110 and the large 9" element is part number 316530000. The warming element is part number 318198832. Thanks!
one of my elements keeps switching off & on & never allow the pan to get hot enough to even boil water.

Answer Dwayne, How much water are you trying to boil, and what burner are you using. Also make sure the bttom of the pot is completely flat. All infinite switches and elements cycle off and on. The more water you're trying to boil, the longer it takes, if the pot bottom is not flat, it's harder to transfer the heat from the element to the pot, from the pot to the water. On average it takes approximately 12 minutes to bring 1 qt. of water to a boil on that style burner. You should try this first, if it takes a lot longer than that to boil, then check and replace the burner infinite switch. Thanks
