My bake element burned out and requires replacement - not a problem. However, before I purchase a new element I checked the broiler element and that does not heat up. Could that be a faulty thermal cut out? Where is it physically located and can it be checked?
Sounds like you need to check to see if you have 240 to the unit and the control is allowing voltage to pass through the relays. I would set up my meter in the unit with the element out and flip the breaker on. Turn the bake on and see if the 240Vac is present. Then do the same with the broil element leads. If the voltage isn't there, the control is in need of replacement.
You asked about a thermal cut out. I looked at the wiring diagram and this model doesn't show one. If it has one, it will either be on top of the bake compartment, or on the back near the top.
