When the control switch is off, the Left Front Element is on all the time. Is the thermostat switch on the element possibly bad?

Both the right front dual element and the left front double element seem to have lost thermostat control. They do work but the temperature control is not useable. For example, you can completely burn an egg on a setting of 1.5 on the left front burner but on the right setting of 5 may only warm the pan. The same setting does not repeatably produce the same heat on either burner. Is the thermostat integrated into the heating element requiring replacement of the whole element or is there a way to replace only the thermostat?
