I replaced the bottom element on the top oven (baking element) it still doesn't work the bottom oven works good and the top element on the top oven works. What else can I look for?

I have a Kenmore double wall oven that is not heating properly. At first, it was just the top oven. When you would set the oven to a specific temperature, the oven would beep telling you it was heated to the right temperature. In actuality, the oven was not ready and would not reach the right temperature. We switched to using the bottom oven only, which at the time seemed to be working fine. But now after several weeks the bottom oven is behaving the exact same way. So now both ovens beep stating they are at the "correct" temperature and ready to bake, when in actuality neither of them are heating to or maintaining a correct temperature. Do I have a switch issue, a thermostat issue, or a control board issue?

Thanks for the response. However I read the multimeter instructions. I'm still not sure how to test the control board to see if I'm getting 120 volts to the bake terminal. Could you help with that. And if i'm not getting the voltage and need to change the control panel out which part number is that? I see two options 318010700 or 318192812.

My oven stopped working after a self clean. I have installed a new thermal switch with no change the unit will not heat. I then switched the broil and bake wires to each elements. when I hit bake nothing happens, when I hit broil the bake element will glow. So my question now is do I have a problem with those wires going to bake element? control panel? or something else?

My wall oven quit working after a self clean cycle. We changed the thermal switch. Still no heat. We switched wires from bake to broil as someone suggested. After when bake was selected nothing happened but when we hit broil the bake element started to glow. At this point could the problem be the control panel? thermostat? or something else?
