What would make the dryer get too hot, even on the lowest setting?

Several things can cause this. You could have a stuck thermostat, a shorted harness, a heating element that is touching the rear of the drum from worn bearings and glides. The timer contacts could be sticking. This is the kind of problem that you will have to disassemble and search for with a test meter and looking for discolorations.
This unit is old enough that there are no service manuals available on it anymore. I can refer you to the wiring diagram on the unit, if it is still there. It should be either under the main top, in a brown envelope inside the cabinet, in the control panel, or stuck to the back.
