Evaporator icing up I replace the heating element .I checked the for ohms , the old one was 79 ohms and the new one was 37 ohms. Is the old one bad?

The old heater would be bad at 79 ohms. The resistance of the heater would be 38 ohms so the 37 ohms would be good. You will need to check the defrost thermostat for continuity. If there is no continuity then the thermostat is faulty and would need to be replaced. If the thermostat checks ok then also check the defrost thermistor. You can check the thermistor at the control board on the J1 connector between pins 4 (black) and pin 5 (brown). The resistance value should be 42.2K ohms at 0 degrees, 14.4K at 37 degrees and 5K ohms at 77 degrees. If all this checks ok then the control board is faulty and would need to be replaced.
