I just had a service man here and they are replacing this part. What would make it go bad?

Machine would not "power up". After seeing this Q&A board...I looked to find the Fuse (in the filter assembly) was blown (burnt looking). I ordered the new filter assembly and found that the fuse in the new assembly did not appear blacked...so I installed it, but it didn't work. Then I disassembled and looked closer and the Fuse was not only "not blackened" it actually looked chaulky white, like the glass was frosted? I didn't look that closely to it before installing it, but I know it was not black like the old burnt one....my question is... if the fuse assembly was good and I installed it, why would it look frosty white and not burnt black, if it blew again? is it possible that the fuse assembly I received was defective and since it was not blackened, I just installed a defective part? Last question, If it did blow again, why did it blow again?

Washer stopped working...when "Power" button is pressed, the display does not come up...Replaced power assembly board, display assembly board, and the exterior panel...but no luck. Power outlet is working...I am assuming that the problem is in the "Washer Noise/Circuit Filter Assembly". Fuse inside the assembly could be blown but I can't figure out that indeed is the case. How can I know that the fuse is blown?
