Is the dispenser motor and the ice crusher motor the same thing. My GE will dispense ice but will not crush it. It starts to crush but stops and then buzzes.
Yes the dispenser motor is the same as the crush motor. You will want to check to make sure that there is no ice in the bin that would cause it to bind up. Also check the crusher assembly and drive blade to make sure that they are not damaged. If these check ok then it would most likely be a bad auger motor.
Should I be able to turn shaft too ice crusher with my fingers or a wrench when wires are disconnected/
With or without the wires connected to the motor shaft you should be able to turn the shaft. The shaft will be tight but able to be turned. If it will not turn at all then it would most likely be a bad motor.
The auger motor is not spinning. I try to move with my hands the auger motor and I thing is locked did you think the auger motor is bad?

The auger motor WR60X10258 is most likely frozen up. Point a hair dryer at it for about 15 minutes and if this causes it to become operational, you will need to check the door seals and the ice door for an air leak. If none are located, check for 120Vac to the motor. If there, replace the motor, if not, replace the switch WR23X10783 in the dispenser. If it is good and being properly activated, the dispense board could be the issue.
