The knob and key pad don't work at all. On the display, it shows to set time.

This sounds like the control board has failed. The tech sheet has a flow chart on it that describes what to check if certain functions don't operate and it points to the PCB assembly WB27X10866. A copy of the tech sheet, or as GE calls it, the mini manual, is inside the unit behind the control board.
The knob turns freely but doesn't do anything. Can I replace the (Pwb(pcb) Asm Sub Part Number: AP3883436 Made by GE) part by myself or is it something a professional has to do?
Answer Hello Peggy. These are not hard to replace. Unplug the unit and remove the two screws in the top of the microwave securing the grill. Remove the grill and open the door and remove the screw securing the control panel in place. Pull out the control panel and remove the control board from the panel. Reinstall with the new control board WB27X10866 in reverse order. Make sure the wires are installed on the new control board the way they come off the old one. Hope this helps.
