My frig light blink on defost and water standing in the floor.

If the unit is not coming out of the defrost cycle and the light is blinking when in defrost then you would most likely need a new defrost timer.
Suppose the water comming out with anyone control would that be a water valve defect? How would you check it to tell?

If the dispenser lever is not being depressed and water is coming from the dispenser continuously then you will want to check for power at the water valve to see if it is getting 120 vac. If the valve is getting power then more than likely the control board would be at fault. If the water is running and you disconnect the connector and it stops then it is electrical. If it does not stop then it is the valve.
Is there anyway I can shut off the water going to the water dispenser and still be able to get ice form the unit.

The only way to make sure that no water can go to the dispenser is to remove the wire connector from the water valve for the dispenser. The lines will still have water to it but that is the only thing that can be done so that dispenser cannot be used other than ice.
