I took the heating element out ,thinking it was bad but when i put electric power to it, the coils got hot. Is there somthing else that could be keeping the heating element from not heating up ?

You will want to check continuity on the thermal fuse WE4X857 and thermostat WE04X10053. If you do not have continuity then that means that it is open and would need to be replaced. Also you will want to check to make sure that you have 240vac coming to unit and to the heater. You can test this with a multi-meter TJMA-DMT3.
