What are the reasons that why would I replace the water filter head?

You would, of course, replace it if it were cracked and leaking and you would also replace it if the filter is not able to properly depress the valve in it to pass the water at full pressure.
Water recently started pouring out of my filter cartridge/head unit. The cartridge will turn past locking position. Does this indicate a broken filter head or the water inlet valve? Is this something a novice person can replace? Are there instructions on how to replace both of these units?
You will first want to pull the filter out and check it to make sure that the filter itself is not busted. If not then the filter head would be the issue. To remove the filter head you would need to pull the unit out and turn off the water. Remove the water valve and disconnect the tubing that goes to the filter. Open the refrigerator door and remove the filter and there will be 1 screw that you remove to take the filter housing out. Pull through the back wall and remove from unit. This will make it easier to change out the head once removed.
