My dishwasher will do a complete cycle but the arms do not move and no water is coming out of them,

If there is no water coming out of any of the spray arms then you will want to check for a blockage in the pump not allowing water to flow through the case assembly. If this checks ok then you would need to check the impeller and possibly replace or possibly the check valve.
