Is the "clock" part the same as the EOC?

The clock is only called the clock because it has a clock made in it. The clock is actually the electronic control that controls the circuits inside the bake compartment. So, in response to your question, the clock is the same as the EOC, (electronic oven control).
Had a power surge and clock does not work.

Answer Hello Michael. Test for power to the clock. If power is there and the clock does no work, you will need to replace the clock 316207520 on the unit. You can test this with a multi-meter TJMA-DMT3. Had a power failure, power on and off 3x while oven was in use. Oven will not preheat now.

Answer Hello Michael. Based on the information you provided, it sounds like the clock 316207520 is bad and will need to be replaced.
