Answer Herb, Yes, Repalcing the control/clock 316557114 should solve your issue, as long as you're sure you don't have a damaged or burnt wire going to the control from the terminal block on the back of the range, and 240 VAC to the terminal block as well. Thanks, and Good Luck.

Getting 240 on L1 and L2, but nothing on bake and broil. What are you calling terminals?
Eva for Model Number tef351ewc
Answer Hello Eva! You have two wires that run down from the clock to the bake and the broil element terminals. The terminals are the ends of the bake and broil elements that connect to the wiring. Your going to put one of the meter probe on each terminal and program a bake and should get a 240v reading. You can use the following link to help verify what terminals look like. My range goes on, but element never goes off. I checked sensor it read 1075 ohms, but range never levels off heat. At 350 degrees on the keypad the inside temp is over 420. Would clock timer replace help?
Mike F for Model Number tef351ewb
Answer Hello Mike. Check the sensor once the oven has reached 350°, and see if it ohms out correctly. If it ohms out correctly after the temperature reaches 350°, then the clock may be your problem. Here is a chart to go by. Hope this helps.
Temperature Sensor Resistance
75 degrees F 1075 ohms
350 degrees F 1625 ohms
550 degrees F 2025 ohms
